sports betting with +/- handicap- how does that work?

Eg- If x has +28, and I got for a 'over' win- do they have to win by at least 28 points, or be losing by less than 28 points..?

Odds for 'win only' bets on the rugby seem naff.

+28 means losing by less than 28 points
-28 means winning by more than 28 points
Think of it as a head start.
Exactly 28 points difference is a push

If you back a team with +28, they will get a 28 point start. So you will win your bet if either they win the game in their own right or they get beaten by 27 points or less. If you back a team with -28 they must have a winning margin of 29 points or more.

21 points. If you back a team @ -20 and they win by exactly 20 points then for betting purposes the handicap result will be a draw.
