I think you should be checking for leaks after the meter, even with 2 teens that seems excessive, I had one of each flavour at home until recently and my bill has hardly changed although I don't think meter readings are that frequent compared to other utilities where we are encouraged to send in readings so I might be in for a shock as my 18 year old son spent longer showering than his older sister...Forced onto a meter.
No car washing. No watering the garden.
Five people in the house, two of which are teenage daughters. Says it all really.
No matter how careful I am with water usage, it makes no difference unfortunately.

If you leave an empty house for a few hours, turn off your water and record the meter reading then check it again on your return and see if there is any change.
