Is it something to do with the police budgets , because they have to pay out more in overtime/additional lieu days when they have a bank holiday to roster in ?
No, as Saturday wouldn't count as a bank holiday for the purpose of the overtime budget.
Southend tend to lose support whenever West Ham are at home, and usually ask the fixtures secretary to avoid playing at home on the same day, so perhaps its an experiment to see if they can generate larger crowds by playing on a Friday night.
Tranmere used to play a lot of Friday night games in the misguided belief that, without Liverpool or Everton games to distract them, hordes of Scousers would pile over to Birkenhead to lend their support.
