To be more accurate (according to a snus documentary I saw, not double-checked any sources) one tobacco company - BAT - saw the potential in snus in the 80s and aquired some Swedish snus producers. They realised they could possibly introduce it without harming their anyhow waning cigarette sales and pushed hard to make snus popular elsewhere, but the other four Big Tobacco companies feared that BAT were in a position to get a monopoly on a product that could be very popular and possibly turn into the go-to option for those quitting to smoke. So they "counter-lobbied" BAT and snus turned illegal in most European countries.
