Which again begs the question why the crack down hasn't already happened.

The reality is that within their country of origin, viewers tend to like prefer home produced programming.

The crackdown has already started , in 2008 Telmicro was shut down and another agent , Teleview International , has just closed down (taking additional payments from customers bank accounts before they shut) . There are a substantial number of ex-pats who wont get a new card if they have used an agent because detailed address lists haven't been kept for obvious reasons.

I think the point is "if they have used an agent....". Those without out a card will soon a way of circumventing the hassle of getting someone else to sort it out for you.

Eventually who will be able to watch any EU channel anywhere in the EU, because there isn't really any reason why television should be different from the movement of other goods and services.
