I think people sometimes forget that PL football is showbiz, not sport. Therefore anything that ensures only the richest clubs win everything, always, must be implemented. Otherwise it risks devaluing the product and damaging the illusion of competition which costs hundreds of millions to maintain in global brand and marketing activities every season. .

The fixtures aren't all that random anyway. There are so many 'if this then not that'. Spurs & Arsenal never both at home for instance means if Spurs come out at home on day 1 instantly Arsenal have to play away. Not random. This works with half the London clubs along with Liverpool and Manchester.
Without looking, I'm sure we seem to play a Manchester club at the end of every season at home.
You do have a point but as mentioned, Watford at home should have been winnable or go for the draw.
