I find it hard to justify how this can be used as a genuine reason to travel around the country.

Not unless Tier 4 is applied across the whole country. You can't have Liverpool having played 20 games and Arsenal and Brighton stuck on 14.

And the effect of cancelling them, particularly at this time of the year, would be a hammer blow to lots of people's mental health.
