I've not seen a free-kick given EVER for this offence.
Where is the consistency in refereeing decision-making that players, managers and fans want? Yes, handling outside the box goes on all the time, but the way to eradicate it is for the FA to announce a policy of zero tolerance clearly to all English clubs, then to enforce it in much the same way as they've done previously for backpasses and two-footed tackles.
I haven't seen the film of the incident, but in my judgement Shabaan did not obviously handle the ball outside the area, or do anything worse than I've seen in all the previous thousands of matches I've watched.
