Yes it's true. I've just tested it and it works fine.
Install notes:
1. Unpack then run "widgetsus.exe"
2. Run the attached "SMS.widget"
3. Click on the " i " at the right bottom of the window.
4. Enter your email & carrier "No need to enter your cellular number" then click "Save"
5. On the main screen enter the recipient's mobile number. For example UK is obviously 44XXXXXXXXXX, don't put (+44)
6. In the " Mode" menu choose whether "USA & Canada" or "International"
7. In the text field write down your message then press "Send"
8. If it shows blocked wait for few minutes...
