Exeter City fan here. We often said the same things about Harley on our message boards. He can be incredibly frustrating at times but has the skill to turn a game in an instant. You can tell how much we miss him from our league position last year with him and our position now without him. Moving up to the Championship is, of course, a step up in quality. I'm sure if he plays himself into the team, and the level, he can make a significant contribution. If not, we'll have him back
I think a loan move back to you guys would be on the cards. He needs game time and to get some confidence back, plus apparently we are going to sign another midfielder on loan anyway, so his 1st team oppurtunities are most likely limited at the moment.
