Pretty sure 'influence on play' covers pretty much all of those quoted parts of Law 11. Where as your statement above is the thing that remains wrong.

Given the choice, I prefer Liverpool to Spurs. But they’re both penalties. I think the offside rule is ridiculous for the first one, but officials got it right.

I'm not sure what remains wrong. The rule clearly defines what "influence on play" means - its not open to interpretation. Whether its a daft rule or not, at least its clear and unambiguous.
