I would say that Reinelt is extremely famous within the Brighton sphere.
I know it is a dodgy one, but it is conceivable that may have perished had he not scored. Of course, he doesn't compare to many other legends of the club, but his input was vital.
There are many similar 'legends' - Jimmy Glass of Carlisle and so on. I guess it all depends on your definition and what makes a legend.
You're right, he doesn't compare with Albion legends - because he isn't one.
If you're going to use the 'notorious' definition, then you can add Johnny Crumplin to the list. Or even Leon Knight.
