As far as most plans are concerned it means:
If it is a major plan and the area concerned is not zoned for the use specified in the Local Plan the plan will have to go to a Public Inquiry if serious objections are received. Therefore the first stadium plan was not allocated by a football stadium in the old Local Plan so the Public Inquiry was inevitable.
As the new Local Plan does not specify a site either in Brighton & Hove, this means if Falmer comes a cropper any other plans in Brighton will have to go through the Public Inquiry process all over again, a process which will take about seven years minimum.
The same thing applies to the Shoreham Airport expansion plans and Shoreham Harbour. They are not in the West Sussex CC Structure Plan and these would have to go through the same process.
