I assume "Brighton & Hove Albion" don't count, or do they?

Burnley HAS to be one of them. Burnley will always be one of them. I'll go for Newcastle United as the other.

Name the club that has produced three England captains?
I don't know if you mean they had to be players at a particular club while when they captained England (in a previous question Ray Clemence counted for Scunthorpe although he wasn't a Scunthorpe player when he played for England).
In that case, West Ham have 'produced' three England captains: Stuart Pearce, Scott Parker and Declan Rice.
And Rio Ferdinand, Frank Lampard, Martin Peters and Joe Hart.
I don't think I've left anyone out of that list ;)
