Apparantly you can't be extradited for commiting a crime in another country, where by the crime commited is not a crime in the country where extradition is sought from.

Strange how the Americans do not equate killing someone with a car as serious, yet get indignant when Prince Andrew has not been "co-operative" with an inquiry in to a person who was quite probably murdered in his cell while under their jurisdiction.
