Paul Barber was interviewed about this on Albion Roar a couple of weeks ago. He's part of the Premier League committee looking at it.
some of the factors/things being considered were
Staggered arrivals/departures
How to feed/drink people if you leave them in the bowl for a long time (and avoid the concourse)
Accomodating people in the same household, and kids/parents/grandparents not necessarily in family area.
Temperature checks.
Capacity if a large part of the WSL is used up by the two teams/and staff.
What type of signposting in the concourse / seating blocks / toilets etc.
Arrival by train and car
and also ideas for balloting, sharing tickets etc if/when capacity is severely reduced.

If it becomes a ballot/lottery on who can attend, would it be your whole party or household, in my case 4 of us, or individuals? This would affect lots of people or groups.

Practicalities - facemasks on park n ride, what’s to stop pissed or belligerent fans taking them off once on, who’s going to stop them? Crowded loos and concourses. Passing people on aisles.
Against a backdrop of a likely (lesser) second wave, which has always been predicted across all nations for the autumn.

......it is unlikely many local authorities would be keen on the arrival of 1000 people from Manchester and nearby areas.
OT but went from Seaford to Hove yesterday on train, huge disregard for masks and distancing on trains and in stations. I have sympathy for rail staff but I saw absolutely no attempts to have people comply. It's the first time I've used the train in months and I was horrified.
On that evidence expecting anyone to observe whatever protocols are put in place is either hugely naive or simply expected and ignored
