...it certainly doesn't mean anything good. Having a PCC that is or has been plod already negates the role quite frankly when part of the idea is to get away from the institutionalised power at the moment.
I think the problem is that current it is effectively a board of people from different social and political backgrounds that effectively control the police thus creating some sort on consensus. Once there is a PCC it's down to that individuals views.
Ben Duncan is currently on the board - imagine if a looney like him became PCC ? At least at the moment his views are tempered with other peoples to create an agreement.
