It was 1am the Coppers were probably tired and wanted to get to bed. The Tazer option causing Moat to blow his head off was most likely their preferred option. No trial, no jail for 20 years. I doubt the Police gave a flying one whether he lived or died.

Now becoming apparent that Moat was unaware he was surrounded, and the 20 or so officers behind him were edging ever closer. They were about 2 feet behind him, Moat still not realising, and were about to make a move to seize him, disarm etc. But he was spooked by a noise behind him, panicked, they tasered and we know the rest.

Do you believe everything the Police file in their reports ?. My Dad was a magistrate and their evidence upon closer scrutniy was to say the least wooly on many occassions. They did what they had to , to wrap the case up and do so many times.
