If a CPZ isn't introduced introduced in Coldean and supporters continue to park in the street then I think the planning consent (ie the S106 agreement) imposes similar financial sanctions (fines) on the club as are currently levied in Moulsecomb. These apply when the number of parked cars on a matchday exceeds either 10 or 20% (I can't remember which) of the non-matchday norm and the fine increases for every percentage point that the number of parked cars exceeds this figure.
