There is technically a difference between the UK and Great Britain, but for most general purposes the two titles are interchangeable, so the gov.uk website hasn't got it wrong at all. If some people are confused by it (or pretend to be confused in order to sneer), that's their problem.

But the U.K. and GB are two different entities; it’s very clear so to mix them up is clearly wrong and lazy. Id also say it is wrong to use two different terms on the same page of their website.
