I'm not so sure. See car reflection on right. Also, the post might be set back and the bottom portion is another reflection on wet ground?

Yeah I think the post is set further back then it looks at first glance.

You can see where the bottom of the post becomes a reflection, there's a change in the colour.
Regardless, I don't think it'd be possible to get a car onto the pavement, through the gap between the post and barrier at the top of the steps, and then perfectly centered on the steps, without it being deliberately set up and/or craned in.
