It doesn't copy well, so I'll write out the longest available:

Leicester @ 9's
Leeds @ 9's
Wolves @ 12's
Brighton @ 14's
Middlesbrough @ 18's
Charlton @ 20's
Wednesday @ 20's
Burnley @ 25's
Hull @ 25's
Ipswich @ 25's
Forest @ 25's
Derby @ 40's
Watford @ 50's
Bristol City @ 66's
Millwall @ 66's
Palace @ 80's
Peterborough @ 100's
Barnsley @ 200's

Leeds would be my bet.

Edit: Beaten to it, never mind, I'll leave it there.

Getting involved with Middlesbrough already and tempted to have a bit of a punt on Sheffield Wednesday, with money to spend and a good manager. Wolves need to appoint a manager before deciding whether to gamble on them keeping their squad pretty much together.

I would guess that Blackburn, Bolton/QPR, Cardiff and the 2 of Blackpool, Birmingham & West Ham will all slot in above us, leaving us as the bookies' tip for 9th. Maybe not unreasonable...

66/1 on Millwall is huge considering how well they finished the season. They need to buy a top quality striker in the summer and they'll be in the top half definitely (Harry Kane was only on-loan from Tottenham and knocked in a few).

Sheffield Wednesday fans seem to think they need to strengthen quite a bit if they're to challenge. Dave Jones knows the Championship well though and they've got a decent manager.

Are these odds for promotion or to win the league

How does Blackburn's arrival change things?

Won't change things at all I don't think. Those odds for the 18 teams are what they think re their chances regardless of who the other six are. Neither Blackburn nor Cardiff added to the odds yet. I imagine of the six to add, all but the L1 playoff winners will slot in near the top.

What a total load of bum cheeks, the bookies don't even know what sort of squads any of these teams are going to have yet!

I lumped £50 on saints to get promotion this time last year at 22/1. Worked well for me, them underestimating us.

To win the league, however, nearly every bookie does a quarter the odds for the top three and that's appealing in a division that picking the winner is on a par with backing the Grand National victor; so wide open. If West Ham f*** up the play-off final they'll still be favourites next season again.
