Because he couldn't stop him scoring a try with a legal tackle and had to resort to a high one. So using foul play to stop a try results in a penalty try.

Bloody shame we didn't just punch the ball out and took the 3 point penalty

Meaning one of those 2 penalties we had awarded in overtime would have been enough to win
