two yellows = red = 1 game bad
straight red card for preventing a goal scoring opportunity (non-excessive force foul, defensive handball on the goal line) = 1 match ban
straight red card for dissent (swearing at the ref) = 2 match ban
straight red card for serious foul play (excessive force foul), violent conduct (violence when not challenging for the ball) = 3 match ban

+ 1 match for any previous suspension

No its not IMO it was penalising teams playing stronger squads in earlier rounds of the FA cup because then it affected their league games if someone was sent off for a non violent offense.
