I think we are just seeing the structural metal deck going down. There should be a layer of insulation on top of that, with the finished roofing material installed last.

I was at Falmer station earlier (collecting some Plymouth train tickets) and stood staring at the ground for quite a while. I think people thought I was a potential suicide victim who was going to throw himself in front of the next train from the bridge! They looked relieved when I moved on!
