You're entitled to a satellite dish to receive TV from your "home country" on property you own, and there is nothing the council can do about it without challenging European law that regulates, among other stuff, satellite and international broadcasting - heavy, serious stuff.
Anyway, is there anywhere in your garden that has about 20 foot clearance in front of it to the south-east? A dish can be ground mounted, and they're no more ugly than the garden gnomes I guarantee one of your neighbours has.
