A political party has members who can vote. Political parties have conferences where policies are voted by members.

Reform only has donors, a chairman and an owner.

I think that setting up a company, calling it a political party, collecting over a million quid in donations, then transferring money to a second company, though not illegal, is not the sort of wheeze that would attract any sane voter.
