I thought Rust was pretty decent particularly when he burst onto the scene at just 18 and was virtually an ever present for the next three seasons. He was on stand by for the England U21 squad and I thought that genearally most Albion fans thought highly of him.
He lost his form in the two seasons when were the second worst team in the whole football league (twice). I think having played for England youth teams and then on the books at Arsenal and then a sniff at the U21 he didn't expect his career to end up fighting to stay out of the Conference and once his form went he didn't have the motivation to fight back. He retired at 26, probably 5 years short of when a goalkeeper reaches his peak, which suggests he was fed up with football by that stage.
