Why didn't Tony Bloom simply buy Wigan for £20m and loan Powell to us for free?

I'm glad we didn't sign if the player didn't want to play for us, but again, why do we leave it to the last day to offer 10M for player to say no? We then don't have time to move for our next target on 'the list'.
I feel our Midfield needs a bit of a refresh/rest to get things going again, we are also now light on numbers which will be very evident if we get a couple of injuries.
