Yes, the Homegrown rules are about where you pay football as a youth, not your nationality/heritage/etc.
Home Grown status has nothing to do with nationality.
As others have said. Sanchez is home grown and plays for Spain (or rather sits on the bench for Spain)
Joao Pedro doesn't class as a HGP. To qualify you must have played for an FA affiliated club for at least 3 years before turning 21.

I did unintentionally miss him but with respect he’s on loan in League One. I would expect he’ll go to a Championship club next season.
