Didn't get to the game yesterday, so can't be sure. But watching games on MoTD it looks like players are still walking to the half way line to be substituted. Didn't the rule change this season?

I think it’s aimed at players that go to the furthest part of the pitch before they are substituted, more of a threat rule really.

Hopefully be enhanced by some kind of machine to roll that apparently mortally injured player that extra six inches over the touchline so that play can continue.

There's a caveat in the ruling suggesting that it will only be enforced when the ref feels time wasting has been going on. The issue will be a subbed player leaving one side of the pitch and walking around it in team colours could impact on play.
