The Sun (yes, I know) are claiming to have seen a leak of a white paper detailing the new football charter which is a result of the Tracey Crouch report.

In brief...

- Tax on clubs to fund a regulator
- Ban clubs from joining unapproved leagues and competitions (ie European Super League)
- More rigorous tests on club owners, including the source of wealth
- Corporate governance code to ensure financial stability
- Minimum standard of fan engagement on key decisions involving club heritage

The paper suggests all clubs in the top five divisions will need to gain a fresh licence to operate by the regulator.

In theory everything the FA should have being doing over the years but given their complete abdication of responsibilities I'm in support of the proposals. The only niggle in my mind is how independent of government will the regulator be ? We wouldn't want the ownership by the Saudis to go through on a nod and a wink as we don't wish to upset them because they buy our weapons and we need their oil.

Does that mean those clubs that have dubious ownership will fail to gain a license?

Will those clubs then be expelled until the owner relinquishes control?

My reading of it seems to be that the new 'fit and proper' test will only apply to future takeovers, which isn't hugely helpful. However, the practicalities of doing it retrospectively would be challenging to say the least.

There is no way that you could go back and look at all owners to see if they now are considered to be fit and proper, can you imagine the legal implications if (say) Man City and Newcastle owners were both found to be neither?

This, I can see exactly what you have eluded to happening reference government/outside intervention.
They are here now, what are the procedures to cleanse the sport of unworthy/unfit owners ?
The legal implications and costs would be astronomical, the undesired owners will not just walk away.
Totally unworkable.

The only owners that would be ousted or denied ownership will be low level crooks from this country, who wish to take over lower level teams and therefore it will only hurt in the long run, again the very clubs they want to help.

It is all bravado, with no as RDZ says "balls"
