What I dont understand is how can a club sign a player on loan when the loan window doesnt open until 1st Jan and you cannot register a player until you have signed him. I could understand it if the FL said their office was open on 1st Jan to register players to play that day.

Different time deadlines. For a permanent signing to play they have to be registered by 6pm the day before a game (I believe - it's certainly before midnight the day before a game). For loan signings you can be registered up to 3 hours before kick off.

So if Noone agrees terms today he can possibly play Saturday. Sweet.

I don't think there will be an issue with terms Sheebo.

Well if he plays Sat it might persuade me to go depending on how hungover I am :)

I aacept that but how can we register him on 1st Jan if the office is closed for Bank Holiday as I dont see that we can register him before the deal is signed and that cant be signed until 1st Jan when the transfer and loan windows open again.

I guess, given the timing of all this, he'll be unveiled as a Brighton player on Saturday, registered as a loan player in the morning, with the permanent side of things concluded over the weekend.
A very exciting signing it seems.

What would be the point of opening the transfer window on 1st if the clubs/FA were not able to do any business?

Exactly. Reading the link made by the original poster suggests Norwich are looking to loan a player in for Saturday so that he is available for their game and then sign him permanently after. So this may be a possibility for us to get Noone in and available.

The deal can be agreed between two clubs and the player can agree to the move at anytime it just won't come into effect until the transfer window opens.

Therefore when the window opens the paperwork is lodged with the fa and the player completes the move immediately.

I'd have thought that the FA are more than likely to be open every Saturday, considering it is the busiest day for their partners/clients.

Two clubs have a problem with a referee being stuck in traffic or unable to make the match "Hello. This is the FA Headquarters. I am sorry but there is no one to take your call. Please leave a message and we'll endeavour to get back to you on Monday morning".

Should be right - but somehowI woldn't be surprised if they were shut weekends, the seem to do most things wrong!
