Negative goal difference

Here's one for the stattos? Has any team ever topped a World Cup or Euro group with a negative goal difference before?

I know teams have qualified for the next stage with a minus figure but it's something else to win a group.

Cameroon, Italia 90. I remember they were stuffed 4 v 0 by USSR in the last game having narrowly beaten Argentina and Romania (I did use Wikipedia to check, I'm no great statto). USSR finished bottom with a zero goal difference.

There might be others.

When we lost at Wembley to Notts County I think we would have been the only team to have ever been promoted to Division 1 with a negative GD. I think.

Is it the only time when none of the countries qualifying from a group has a positive goal difference?
