Whilst the hair doesn't fit, the clothes tell me it's Chris Cattlin.

It is indeed Chris Cattlin. Here he is on the same day on the open top bus having taken his jacket off but wearing the same polo shirt.The hair does actually make sense when you see him on the bus as he seems to have gone for an uncharacteristically (for him)fashionable cut (for the time). Obviously wanted to make a bit of an effort for the big day.

I think judging by the hair that it could be Peter O'Sullivan

This photo from a different angle is a bit more revealing. It does look like Sully, can just about make out the 'tache.
