The stopped clock idea is just an absolute no brainer. There is not one single reason anyone has ever put to me that gets me even close to thinking it might not work.

Time wasting and VAR are the biggest frustrations for me. I can't be bothered to tackle VAR so...

Time Wasting:
Dish out the yellow cards earlier.
Bring in a Sin Bin - if its not worthy of a red then have a half way house where players spend 10 mins off the pitch for such behaviour.
Have independent doctors as the club physio's are at it as much as the players.
Add all the time wasted onto the end of the game. The only good thing in Qatar was the 11-15 mins ET which got added on. We get more value for money if we see 90 mins of footie.
But overall these players need to have a work with themselves they are embarrassing the amount of rolling around they do and attention they need from doctors.

Time wasting is my main one as well. Sick and tired of it. When you watch the Women's World Cup or old games, you see basically none of it apart from someone maybe trying to lock the ball at the corner flag with a minute to go.
Start/stop clock is the obvious solution, and the only reason there's not more intense discussion around it is probably because of a bazillion contracts, TV deals and what not where the whole "90 minutes" thing is included. Bit of a hassle.

Time wasting, either have the clock stopped when the ball is not in play, or a "team yellow" where once one player is booked for time wasting, the next player on his team to do it will be sent off for it.

Use the rugby methods -visible clock with the ref able to stop the clock when play is not continuous; show the VAR on screen and broadcast the ref's discussion with the VAR officials. It works well but can't see FIFA adopting such a simple approach.

A lot of the time wasting is due to:

Stopping a free kick from being taken quickly to gain an advantage - instant yellow card.

Throw in not being taken from where the ball goes out of play, but claiming half the length of the pitch, and then taking minutes to decide which team mate to throw it too – Instant yellow card

Goalkeepers taking longer than the 6 second rule (Pickford and others!), instant yellow card – (timing to be undertaken by VAR or 4th official)

Not leaving the field of play by the shortest route (assuming the player is still alive, and able to walk) – Instant yellow card.

Throwing or kicking the ball away, to gain an advantage -instant yellow card.

Captains to discuss and seek clarification of decisions with officials, any others crowding and mouthing off to the officials – instant yellow card (each player involved)

Roll on roll off subs

Mic the officials so we can hear how they come to a decision

Just retrospective cautions/fines for any moments of obvious gamesmanship. A player dives and the referee isn't quite sure if there's been contact so errs on the side of caution and gives nothing, retrospectively booked. Emi Martinez goes down holding his head when he clearly hasn't been touched anywhere near his head and wastes time, retrospectively booked.

Like any other part of the game, players will have to think about risk vs reward, knowing that they will be punished eventually. On a booking? You're guaranteeing a one match ban.

I agree with all of these.
I would add that kicking the ball away has become accepted for some reason. Players have sussed that if you flick or tap the ball 10yards or so you are fine. This happens constantly. Yellow cards for kicking the ball away are as rare these days as tinsel on a chimp.
And all the pissing about by keepers walking up to the penalty taker to psyche them out - ref should just blow for a goal.

Agree, I would add that if the attacking team kick the ball against you deliberately because you're not 10yrds then that is still a yellow. Also, if you're running back to defend and run within 10 yrds of the ball they can still kick it at you. Be interesting if someone is already on a yellow!!

Roll on roll off subs Do you mean that there is no stop in play and the substituted player leaves the field at a certain point the the sub comes on at that point? Roll on roll off subs normally means that a player subbed off can be bought back on again (well it means that in youth football and some women's leagues).
