Kotor and Budva well worth a visit.
Stayed in Dubrovnik Croatia ,did a 14 hour day trip to Montenegro .A very pleasant day.Did you stay in Budva itself or one of the nearby towns? I've heard Sveti Stefan and Petrovac are nice.
yeah, you're not far of the mark there, the place has been bank rolled by the Russians, hotels are top notchKotor, we were there two weeks ago. Small town at the end of Southern Europe's largest fiord. Fabulous old town with lovely bars and restaurants. Take the long up hill walk to the fort, the views are incredible.
Budvar is great, full of Russian Mafia with big super cars and incredibly plastic women. Super yachts and again decent restaurants.

Kotor & Budva are both good. However, Sveti Stefan is a private hotel so unless you're a guest of the resort you will only be able to look at it from the mainland!
Access to the "island" is restricted but the beaches nearby are public I believe.
