The EFL trophy has always been an under 21 tournament for academy sides (although they’ve tightened the rules around how many over aged players can be used since the first season) even when the league used the U23 age limit .Is this - as now seems likely - the first time we've got through to the last 16 as an u21s side ?

If clubs wish to retain youngsters beyond this they offer them a scholarship (in previous incarnations this has been called the YTS scheme or an apprenticeship, so what we call scholars today would have been called trainees or apprentices in years past). A scholarship covers a player's U-17 and U-18 seasons.
If a club wishes to retain a scholar beyond their scholarship they can sign them as a fully-fledged professional (but no earlier than their 17th birthday). Some clubs tend to sign all their players once they reach 17; others will tend to wait until the scholarship ends.
The "youth" team (or more officially the U-18 team) is made up of these scholars (although schoolboys can also feature). The U-21 team is typically made up of young professionals who have already progressed beyond their scholarship (whether at Albion or elsewhere).
So yes - the four scholars that played tonight are younger than the other players that were out there.
