Palace have got a great team going IMO can easily see them getting promoted, up as champions. Zaha, Williams now McCormack would be an unbelievable attack.
I am not suggesting getting relegated deliberately but 'cut the cloth to the make the suit' and seta budget that they can afford and if relegation follows so be it.
Where have Palace conjoured this cash from? 1m would be a steal.

From our chairmen, who have already said that there is a large transfer budget available for Dougie. Also, we've just received (apparently) £900k from Scannell and £2-£3m from Clyne.
There's a lot more to spend.
To a certain degree, this applies to most clubs, regardless of their infrastructure. At the moment, we're still floating on a cloud of relative success, everyone's still on a high from the last season, the fantastic stadium (a feelgood factor exaggerated far more than most clubs due to the sheer awfulness of where we were before), and the general feeling that things are moving forward. It's brilliant to be an Albion fan lately, and not before time. I feel like we've earned that more than most clubs.
However, it doesn't last forever, and we need to make sure the foundations are solid for once that wears off. Any club can only take so many seasons of mediocrity before the shine of a new stadium fades: look at Coventry, or Leicester, or Middlesbrough. They're not pulling in massive crowds any more, and Coventry are in fact up shit creek as I understand it. As you say, the gap is growing between the top and second tiers, and for every season a club at this level fails to evolve (in a sustainable way), it grows wider still.
We're in a far better position not to get left behind than, say, Palace, but that said, I don't think there's ever room for complacency. We all need to evolve, but not at the expense of a Pompey style gamble.

Every media source I read was reporting 400kSteve Parish has already said that the fee was not £400k. Like most, you're simply guessing. Why would we accept less than was offered in January? That'd be silly.
Do you have any press reports to back up that figure? The People reported the McCormack deal and valued Sean's transfer at £900k.
We're going to be a very upset bunch when all of these top class players decide that we're a "little club" half way through contract talks.

Listen, the crowds aren't good at the minute but that's:
1) due to the recession
2) the defensive football
3) the stadium
Point 1, we can't do much about for the short term.
Point 2, the owners and Dougie have said that this year should see a more attacking style of play. As you know under Gus, attractive football brings more fans into the ground.
Point 3, if you can be bothered, go have a look on the BBS under the thread titled 'New Stadium' This will tell you that either a new stadium or a complete refurbishment of Selhurst is not far off. A better, modern stadium, again as you know, brings in more fans. They might be plastic but it's still good revenue for the club.
Despite what you say, we did not loss £4 million last year, it was £3 million. This will be ofset by the sale of Clyne, who will go for around £3 million. We have spent 400k on Joel Ward this year already and now have had a bid of around £1 million accepted by Leeds for McCormack. It just goes to show that if the right player comes along then the owners are willing to dip into there pockets and back Dougie. The beauty of our academy means that it keeps churning out quality players that we can sell on for a lot of money and keeps the club alive. Clyne this year, more than likely Zaha in the next year if we don't get promoted but the fee will be for at least 8 million IMO, enough to keep the club running at profit for around 3 years. Then there's Williams, another player with the potential to go for a lot of money. We've been smart and signed them both up on 5 year deals.
Once the financial fair play rule comes in next year it will also help us. So no, no major reasons to be concerned.
