I think the voting is done by IP address, rather than device. I've managed to vote twice from both my iPhone and laptop.

From my iPhone I voted when connected to Wi-Fi, and then voted again when connected to 4G. From my laptop I voted when connected to Wi-Fi and it allowed me another vote when connected via LAN

If you have access to numerous Wi-Fi networks, you could probably register one vote per network you connect to!

I just did this and it worked, but it may not actually register the vote twice.

If a connection is registered on a phone using mobile data, and the phone is then disconnected and re-connected, I think it registers a different IP address each time.
