I suspect it's because if a number of Albion fans visit the area, they perceive there to be a high chance of public disorder, and they'd rather not have to deal with that.
It says you MAY be fined....I guess it would depend what you were doing. It's presumably to discourage away supporters from congregating in large numbers in the bars around the port.

Don't fancy these category 1 tickets they mention where you have to sit on the other side of the ground to the away fans!
Typically they'll be club partners, sponsors and players' family etc.

Friday at 2.00 for me. Looks like I made the right choice getting a hotel in La Juliette after reading the Spurs guidance.
It says 230 plus, so the lowest is 230 unless I have misunderstood?
