Can't really think of a workable solution for this. If lower league clubs know there is a safety net or bailout package, then what does that mean for responsibly run clubs? And how does it prevent bad owners.

Surely that new ground development has gone on longer now than our fight for Falmer. Personally can’t see how that can be viable for a club like Southend.

Sad news regarding Macclesfield. Remember going up there to watch the Albion in early 2000. Kuipers at full stretch earnt us a share of the spoils. Enjoyed the company their friendly supporters in a nearby boozer, post match.

The answer could be a % of TV money is held in a fund. It can only be allocated by independent panel to clubs facing extinction and only on the basis that any debts covered results in a majority shareholder transfer to fan ownership.

But then what? How does majority of fan ownership guarantee investment into a club? Or that even fan ownership is the right kind of model

It doesn't. A business would still need a viable business plan, it wouldn't stop a club again going extinct in future.

But it would buy time, clear immediate debts and put club Into the hands/administration of those who'd care the most about its survival in the community, it's fans. It would give it a second chance in the hands of those with the biggest vested interest, rather than pulling the rug from under their feet (bury and very nearly us).
