M25 Mystery Building

The M25 was mentioned on the oil price thread which prompted me to remember to ask this:

when you're travelling clockwise around the M25, when you are going past Heathrow, theres a fairly new building on your left that looks like it ought to have been attached to T5 but isn't.

Its got a warehouse-type structure at the bottom and what looks like a part finished sky scraper above it.

Anyone know what it is?
