Surely the -15 that Leeds "took" as a punishment was in lieu of being relegated a further division.
I would suggest that if Luton cannot exit administration properly, they would be better off taking the relegation and having a decent chance of promotion back to league 2 at the end of that season, rather than a pretty guaranteed relegation by starting on -25. Either way, the worst they can be is still in the BSP for 2009-10.
