But Saudi organisations that are not in anyway directly controlled by the Saudi State (like the Saudi State investment fund, PIF ) can fill their boots.

See the word 'most' - it is significant! I don't questioning for a second what your intentions would be, and you wouldn't be alone - but 'most'? No, not a chance! Most NSC? - maybe? - but NSC is a pretty small sample group.
