It's all in the report that was published back in May.
As Leeds became a new company unrelated to the one that went into administration, the league's rules stated that they had to start a division lower. Bates wanted to avoid this, so asked the league to "use it's discretion". The league agreed to do this in return for Leeds accepting a 15 point deduction. And there the merry tale should have ended.
I guess the same "discretion" was allowed for Rotherham, Bournemouth and Luton, as they wouldn't have been accepted into the Conference at all - which is why Boston went down so far the year before.
