How do they decide when to draw one from Bowl 1? Is it every fourth draw or something?

They did a pre draw. Rubbish isn’t.
And also..."the first six ties will be drawn by alternating between one club from bowl one and one club from bowl two. Once the six clubs from bowl one have been drawn, the remaining ties will be drawn from bowl two only."

The first 6 ties will be bowl 1 v 2.
It's already been pre drawn whether each Bowl 1 club is home or away.

Clearly unfair as it is, I imagine the general reaction to this way of doing the draw would be much more along the lines of "well it makes sense, don't know how else they'd do it" if we'd happened to be playing in the Europa league this season rather than last.

Don’t agree with is, but I can see why they’ve had to do it.

Carabao Cup Round Three fixtures will take place W/C 16 & 23 September, with fixtures in the Champions League (W/C 16 September) and Europa League (W/C 23 September) also scheduled during this period. The additional dates required in the calendar for European competitions are as a result of an increased number of games for the 2024/25 season.

To ensure there is no clash of fixture dates, conditions will be implemented during the Round Three draw to ensure a Club participating in the Champions League does not draw a Club participating in the Europa League, to enable the Round Three fixtures to take place in the alternate week.

Draw Conditions

The Round Three draw consists of 32 Clubs – 25 winners from Round Two with the seven Premier League Clubs in UEFA competitions also entering in this round.

The UEFA Conference League, a competition Chelsea FC could be participating in, is due to begin in October and therefore has no impact on the Carabao Cup Round Three draw.

For the main draw, two separate bowls will be utilised:

  • Bowl 1 - consisting of the six UCL and UEL Clubs
  • Bowl 2 - consisting of the remaining 26 Club
It is avoidable with a slightly more technical draw. A Champions League Club cannot play a Europa League club. I agree with that. So the draw is done normally. If it happens, the away team is moved to that slot in the next pairing. Then another is drawn out, repeat if necessary.

Still don't see why the euro teams can't play each other. But there you go.
I think it’s because the two windows for playing these games are when the European competitions are being played.

I.e when Man City are playing in the Champions league then they’ll play their Carabou cup game when the Europa league games are on. Europa league games are vice versa.

If they played each other then there would be no window where the match could be played, because one club would be playing in Europe in that window.
