They are probably refering to the Polish -Ottoman war of the 1670's . The Ottomans initially defeated the Polish and by the terms of the peace treaty Poland had to pay an annual tribute.

The Polish Sejm (a parliament) refused to ratify the treaty because among other reasons it could be seen as reducing Poland (actually the Polish -Lithuanian Commonwealth) to an Ottoman vassal. The Poles returned to war with the Ottomans and although there was no decisive out come when peace came most of the terms of the original peace treaty were reversed. Poland never paid the tribute, so could never be considered a vassal, and the Ottomans never had rights over the succession.
