The application is actually made by Brighton and not the player. We need to prove to the Home Office that no one else in the UK could do the specific job that we will be employing him to do

That could be tricky. He's replacing JFC in our midfield - my mum could do that.

Quite. Since Israel isn't, a visa and work permit are needed. These can operate in different tiers. A Tier One visa is transferable between employers with a bit of paperwork (I presume this is what he has).

Tier two visas have to be effectively applied for again by the new employer. The last time I did this for someone we wanted to employ the time for turning it round was about 17 weeks. Good old public sector eh?

Thanks for the explanation, does this usually take long or is it like when applying for a visa to say USA you can go to the embassy and sit and wait.

you're confusing holiday visas (easy) with work visas (difficult). just about every country have rules around work visas and put up a bureacracy to block people coming in to work - even if its easy to get round if you know how and want to. football authorities and clubs are rather officious so play by the rules.

Chief executive Paul Barber and manager Chris Hughton appeared before a Football Association panel this morning to present the club's case for Kayal. The permit was granted by the panel, which is made up of FA, Football League and PFA officials and independent advisors, shortly after the hearing.

Albion and Kayal can now apply for the required government visa from the Home Office in the next 24 hours before registering the transfer with the Football League and awaiting international clearance on the transfer from the FA.


Riddle me this... Why do the FA get two chances to say yes/no to a deal? They are on the panel for the permit and then need to give international clearance. What a waste of time/effort! If they approve it at the first stage then why have the second? If they block at the second stage, why bother having the first one anyway?

Seems to me like someone generating work for the sake of it (plus of course, I'm sure the club are paying fees at each stage!). And we slag of FIFA for being corrupt!
