What the Police did was terrible. There is no condoning it, what happened that day was truly awful.
BUT
Liverpool fans did have a reputation at the time as having badly behaved fans (Heysel springs to mind.) I can kind of see why the police wanted to let everyone in to avoid clashes with some of the hooligans who would have inevitably been very angry had they not been allowed in.

You see, comments like that have absolutely no basis in fact.
Where did you read the police let the fans in to avoid clashes, you've just made that up.

The gates had to be opened as there was a crush developing outside. The ticketless mob who barged through the open gate headed to to already full middle two pens and caused the deaths of 96 people.

Total Crap.
The police let too many fans into that section of the ground.
The Police assumed it was Fans fighting (it wasn't)
The Police didn't shepherd the fans outside the ground like they did a year before but allowed them to all rush the stand where they all wanted to go.
The Police opened the gate and caused the main fault because they never controlled the fans properly.
The police didn't have a clue what to do when the crush became apparent because they were trying to avoid a pitch invasion which is why everyone at every club was fenced in like animals.
All fans of all teams used to do this which is why we have ended up with tickets and seating. We will never get terraces back like we used to have, the best we can hope for is a section for standing which will have a strict capacity to prevent any crushing or crowding.

why were emergency services including ambulances denied access to the ground and told by police that it was unsafe as the fans were still fighting.
one ambulance got into the ground because he forced his way in. and yeah fans were fighting, FOR THEIR LIVES
and before anyone asks this was from an account given by the ambulance driver who forced his way in that day.

There were a number of circumstances which together resulted in that disaster namely
i) some fans were delayed by traffic problems getting to the ground later than expected.
ii) previously at hillsborough, tickets were checked before fans got to the turnstiles. This wasn't done for this game.
iii) the FA failed to delay the kick off because that wasn't the done thing in them days
iii) there was a crush developing outside, things were getting hostile and there were concerns about safety of those outside which is why they opened the gates
iv) They failed to direct fans towards the side enclosures and away from the main tunnel into the central enclosures.
v) police officers would not make a decision to allow people into the side enclosures from the central enclosure without approval from senior officers
vi) it is reported that the senior officer in charge 'froze'.
I also read recently that the number of people in the enclosure was only 24 above capacity. If true, it kind of puts the 'ticketless hordes' suggestion to bed.
Those causing trouble outside the ground have to take some of the blame, I believe the FA have to take some of the blame, as do South Yorkshire police. Had they not been delayed in traffic (a motorway accident if I remember correctly), had the ticket checking in advance of the turnstiles been in place, had the FA delayed kick off, had people queued in an orderly fashion, had they blocked off the tunnel to the central enclosure, had they opened the gates from the central enclosure to the sides, perhaps we wouldn't be having this discussion.

The crush at the gates (and inside) was caused by a catalogue of errors (both in planning and on the day) by the police. Yes, there may have been a small number of Liverpool fans without tickets in the Leppings Lane turnstile area, but I have been to countless big games, with England, where big groups have of supporters attempted to get in without tickets, but they are dealt with properly and correctly. You can clearly see on TV that the central pen is overloaded, and should have been closed off when it was at capacity (it wasn't). The Liverpool fans who died were teenagers, families or fans who had tickets. The book is worth a read, and goes far deeper than the Hillsborough programme on the history channel, although Jimmy McGovern's Hillsborough docudrama is extremely accurate.

Another issue many younger people might not realise is that many of the younger died as they were normally at the front of a terrace for a better view.
There were so many mistakes and erros of judgement made on that day however as previously stated due to the nature of the majority of grounds in that era this could have happened at many other grounds.

Responsibilty certianly doesnt rest solely with the bloke that gave the word to 'open the gates' theres was irresponsible and ignorant behaviour all around, which is basically what the taylor report found, thus why theres no long alcohol in grounds and the like, not sure it needed to be said quite so bluntly, but were all entitled to our opinions, im not a huge fan of scousers myself
